Esa preposición «por» delante de efectos civiles me está fastidiando el día. ¿Cómo puedo expresarlo?

Colombia's adoption of divorce in 1976 was only partial...Those married by the Catholic Church could not divorce for civil purposes until 1992 in a process termed "the cessation of civil effects of matrimony", rather than divorce.
