customs free zone
The logistics centre is located within the (fenced off) customs free zone of a port or airport, whereas a commodity or a class thereof might be 'tariff protected'.
Only when goods leave this customs free zone (onland) do they become eligible for tariffs and duties.
Essentially, a trans-shipment zone for imported goods which are then re-exported to another country.

: I think it may mean bonded. Countries and industries can be tariff protected, but not warehouses.
