@ Phil Must admit, I'd kind of feel happier if it said "standing" :-)

"Being, lying and situated" Lawyers. Don't you love them.

@ Asker Your parsing may be confusing you: 'being' doesn't belong as part of this phrase, it is part of what follows, describing the property as 'being, lying, and situated' in a certain place.

I've omitted "of certain real property being" because a KudoZ question is only meant to ask for a single term, and because you have parsed this incorrectly.

the legal owner of the real property who gets the rent

landlord: one who grants a lease or tenancy to another, usually in
return for a rent

Peer comment(s):

disagree AllegroTrans : You have misunderstood "fee"; it's a legal term meaning a permanent and absolute tenure in land and has nothing to do with getting the rent

landlord is the estate owner of certain real property located

https://www.thefreedictionary.com/fee simple

"being, lying and situated in" is just an redundant expression. It means "located at".
Peer comment(s):

neutral AllegroTrans : Very loosely yes, but the question demands a proper explanation of "fee"
