hmm it's starting to look like an "offset combination spanner", but then with the wrong end offset (set off?), and at an unusual angle. I also can't seem to find any online references to similar tools English language websites

socket combination spanner it also sort of looks like one of these, but then with the end bit welded instead of flexible:

thanks everyone! so, my spanner seems to be a "crowfoot spanner", but with a "ring spanner" at the other end instead of the usual adapter for a "tommy bar" (as per e.g. https://www.eurafco.com/eng/crowfoot-spanner-with-tommy-bar-... ).

witout the angle, it would be called a "combination spanner/wrench"

I am therefore not entirely satisfied with translating it as only "crowfoot spanner/wrench".
