: nije deo pitanje ali je bitno: postoji zamka "PLC / Public Limited Company" NISU "javna" jer su zapravo u privatnom vlasništvu, jedino što opravdava da se zovu "public" je to da svako ("any member of the public") može de kupi akcije na berzi.

Same as a "PLC / Public Limited Company" has absolutely nothing to do with being "in public / State" ownership nor "acting in public interest or for the public good" nor fulfilling some "public function" - a PLC is a privately owned purely "for profit" / commercial operation. The difference from a "private limited company" is that shares of a PLC can be bought by "any member of the public" on a stock exchange - that's about the only thig that is "public" about a PLC.
