The use of 'but rather' is not appropriate in this sentence; in fact, not even 'but' is. As for 'though,' this would make the sentence even more poorly written, adding insult to injury. It seems like a textbook example of hyper-correction, where someone attempts to use what s/he sees as more correct and errs in the process.

It's likely, as Reuben has pointed out, the writer meant to use 'through,' hence my suggestion of translating a slightly edited source text:

'This will be provided at no cost, through ..."

En cuanto a la idea de incluir 'sino', para formar, 'sino mediante', puede ser una opción. Habiendo dicho esto, no creo que sea lo más adecuado; pues, aunque una traducción así puede servir para que se asemeje un poco más a lo que algunos piensan que quiso decir el autor, no estoy muy convencido de que la oración sea mejor escrita con el equivalente de 'but rather' (que sí, efectivamente, viene siendo 'sino'). Si el texto fuente no se ve beneficiado por la inclusión de but rather through, es decir, si no queda más claro el texto fuente, tampoco quedaría más claro el texto de llegada.

Si 'through' se hubiera usado en la primera parte de la oración, que, claro, para eso se tendría que reescribir la oración entera, perfecto, porque así habría una continuidad o flow en la oración completa que tuviera sentido, pero al cambiar la idea de 'sin' en 'sin costo' a que se pague 'mediante' X, no me parece un ejemplo de buena redacción.

Pero sí, sería posible traducirlo así también.
