Toni Castano Sep 10, 2020:
@schmetterlich Yes, it could. That´s my reading too. "Atrasada ingeniería" is very poorly worded Spanish.
schmetterlich (asker) Sep 10, 2020:
Could it refer to "be behind on his engineering schedule/plans?

Thanks for your help.

having delayed its engineering

To accurately reflect the use of the part participle on its own in Spanish, in English it would be translated as 'having delayed'.

delayed its engineering (plans)

I think you have parsed it incorrectly "atrasada **SU** ingeniería".

...difficulties with public permits, delayed its engineering (plans) ..., or words to that effect.

Your comment: Could it refer to "be behind on his engineering schedule/plans? Is the Client a company? Why "his"?
Peer comment(s):

disagree William Bowley : Atrasada does not translate as delayed when used as a past participle alone here (delayed would be atrasó)

Excuse me ... you've entered the exact same thing as I have except to stick in "having! This tense concept is hogwash - translate the entire phrase, please! According to you, engineering and that is it? Really?
