Spanish term or phrase: reconocimiento de personas
Art. 232. Deberes.
a) De las causas de su detención en forma detallada y en idioma o lengua que comprenda;
c) Que tiene derecho a ser asesorada por un defensor de su elección, a fin de que lo designe;

Recognition of individuals/offenders: The National Police may recognize an offender to identify them or determine if the person who mentioned them effectively know them or has seen them.

Before recognizing the offender, the person to do so must be questioned to describe the [alleged] offender and express if he/she knows the offender or if he/she has seen the offender before in person or in photos.

recognition of individuals

Explanation:

Perhaps the person or individual is firstly recognized, focusing first on recognition or acknowledgement that someone has met and seen the individual, and then the individual in the case can be identified. (I believe that recognition takes place before identification.)

Similarly with cars, firstly the vehicle is recognisable by its colour, size and number of doors, or if it shows signs of belonging to a company or organisation. After the initial recognition the car (vehicle) can be identified by its registration plate.
