estructurales

A useful Spanish word that I think conveys the meaning, namely that planning needs to take care not to incorporated emission levels that then cannot be reversed.

queden encerrados

Locked-in emissions are future emissions of carbon dioxide that are caused by decisions made today. For example, if you were to build a new house and install a gas boiler with an operational life expectancy of 20 years,
you've 'locked-in' 20 years of CO2 emissions from that gas boiler. - Locked-in emissions are future emissions of carbon dioxide that are caused by decisions made today.
