This is in a list of internals of glass-lined vessels in a power point presentation of a company that operates in glass-lining:

In this case, tickler means relatively small impellers operating near the bottom of slurry-containing stirred-tank reactors and storage vessels.
Sometimes, they are also referred to as "kickers" but I have no idea what the correct technical term in German is.
