You're absolutely correct. I opened the link now to check, and "unwelcome" is indeed an adjective in the context. However "submissão" is still not feasible. I'll erase my suggestion and make a new one. Sorry about that.
Ah, acho que o tostão caiu... você tomou o ''unwelcome'' como VERBO e não como adjetivo... assim ja faz sentido!!! Todos tinhamos essa idéia de ''unwelcome demands'' na cabeça... em vez de ''repudiar as demandas'' que foram impostas como condição...'' ai que estava o conundrum!!! Será???
The original text clearly stated "unwelcome", i.e., not to accept, to report, to blow the whistle. It would be illegal if the term was "to welcome", wouldn't it? The translation here is "o funcionário ou agente se compromete a repudiar/denunciar qualquer tipo de assédio sexual...". I don't see what is so confusing about this, except the undue language the person used in English. But it's understandable, and we can fix it in the transaltion.
But Mario, with all due respect, why would the agent "comply with'' something that is illegal??? Comprometer-se a fazer o que??? I cannot see the sense of this translation, other than to submit a report relating the illegal practices... (as per my second answer)
However, to begin with, we do not use the word "submissão" in Portuguese, even if the meaning is to report to one's supervisor, which is ceratinly not the case here. The word has a pejorative sense in Portuguese, and it's simply not used. And, as well noted by Nick below, the intent was to ornament the legalese, and this was done in a very undue manner. Believe me, the meaning here is "the employee undertakes to comply with...", so the translation is "se compromete a..." I can see people are having a hard time interpreting this, but any translation with "sumissão" or similar terms, implying one's submission to the rules or to a supervisor, will be incorrect.
IMO, the author of the source text has made a half-arsed attempt at legalese and totally confused the issue - hence the plethora of suggestions. Ho hum...what a conumdrum :-)
if this is a court submission in a legal context, then yes, it is the PHA agent who is denouncing what is going on illegally in that specific housing complex. The word submission here is misleading, so let's wait for the client's final word.
Does this mean that the agent/employee is complicit? To UNWELCOME sexual demands? I am TOTALLY confused! Or does it mean that the agent/employee is SUBMITTED to sexual demands? (is approached by the OFFER of sex?) Honestly I cannot make any sense of it! it is writtten in a really weird way!

The big issue here is considering the wrong verb. The verb is to "make submission", i.e. to submit oneself to that obligation. The term in Portuguese is what I suggested, but since the literal transaltion always beats the others, I got a disagree for posting the correct solution. And the literal translation once again runs the risk of going both to the glossary and to the translation. It will only add to the huge collection.
