Во всяком случае именно такая формулировка используется в английской версии Распоряжения Правительства РФ от 28.04.2018 N 792-Р

По моему мнению этот вариант почти такая же калька, как goods turnover participant. Но тут хотя бы circulation. Потому что "оборот товаров" - это circulation of goods, а вовсе не turnover, который совсем в других смыслах "оборот".
