I think that this is a stage when the new breed is almost fully bred. Google tells me that there are 3 Saatgutstufen, 1, 2 and 3, but that does not help me.

Compared to other cereals, malt barley is a niche product in which only a small number of growers specialise. Basically, malt barley growers, like all other cereal growers, generate their turnover from the sale of high seed level(crops) and licences for night farming.
I think it simply refers to the differing volumes of see created by different crop cultivars.
