Devant ces appétits déchaînés, les services du Kunstschutz furent débordés. Goering et Rosenberg en profitèrent pour mener le bal. Fidèle à lui-même, le comte Metternich essaya de plaider la jurisprudence et l’honneur allemand, en pure perte… Il dut quitter la France. Face à cette nouvelle organisation méthodique de pillage, à tous les Sonderkommandos de la rapine qui s’y rattachaient, l’OKW et son service de protection des œuvres d’art durent momentané ment s’effacer.
