You might want to fiddle with the syntax a bit to avoid sounding stilted or using "nuclear" twice (just think it might sound a bit off without the "nuclear"), but I think it can work well. I'd do something like: "If the question were to arise then countries with said capabilities wouldn't be able to deliver a nuclear blow to..." No idea what the previous sentence was and if that's an option though.
