Как видно из примеров для реализации проекта, нанимаются различные сторонние индивидуальные специалисты, а также firm. Здесь firm может быть как компания (фирма),так и группа. Но вряд ли нанимают просто какую-то группу, которая не имеет никакого юридического статуса и никак не оформлена. Тем более, что во втором примере от firm требуется "mobilize appropriate esources and team", а также упоминается "Consortium of Firms".

Поэтому в этом контексте firm — это компания (фирма).
