costumes I concur with the previous explanations. I believe "mores" would be a good translation for this particular context. See details under my answer.

Some Brazilian states (not all) still have "delegacias de costumes" ( https://pt.wikipedia.org/wiki/Delegacia_de_costumes ), which would be equivalent to vice squads ( https://en.wikipedia.org/wiki/Vice#Vice_squad ), as Phil said.

For example, the states of Maranhão ( https://www.policiacivil.ma.gov.br/delegacia-de-costumes ) and Espírito Santo ( https://pc.es.gov.br/Notícia/decodi-realiza-operacao-e-fecha... ) still have them.

O termo "mores" inclui os costumes ou convenções de uma comunidade. Há várias referências a "mores police" na internet. Um bom exemplo disso é o que ocorre no Irã, cujas forças policiais monitoram as mulheres para assegurar que estejam usando o "hijab" ou véu muçulmano "corretamente".
