French term
agent à solde global
French to English
Bus/Financial
Human Resources
Haiti
This is on the subject of a special arrangement for hiring a retired staff member. Here is all the context I have:
Si pour une raison ou une autre, la haute hiérarchie décidait d’utiliser un agent au-delà de l’âge limite, cela devrait être consacré par un acte officiel permettant de lui attribuer une immatriculation spéciale au titre d’agent à solde global.

public / civil servant - employee on flat-rate pay
Haiti : read the adjoining Dominiica Republican Spanish of sueldo for solde - not a balance in this case - watching and listening *carefully* to BBC TV's recent Hard Talk interview with the latter's President denying convergence of the two parts of the island.
Example sentence:
Le classement des agents bénéficiaires d’une solde globale s’effectue en fonction de l’emploi tenu, déterminé après avis du département utilisateur, par une commission désignée à cet effet par arrêté conjoint du Ministre chargé de la Fon
The flat benefit formula pays out a fixed annual amount based on an employee's tenure at the company and a flat benefits rate
Note from asker:
Thank you, I am looking for the payment status for this particular type of employee. You are correct, it is not a balance. |
"Flat benefit formula" is interesting. |

agent remunerated on an all-inclusive basis
Context seems to be Senegalese civil service:
Definition here: https://actusen.sn/etude-sur-le-systeme-de-remuneration-au-s...
"Solde globale : paie prise dans son ensemble et intégrant tous les accessoires ;
Accessoire de solde ou de traitement : élément de rémunération supplémentaire à la
rémunération ou au traitement de base ;"
It seems to me that "all-inclusive" probably isn't *exactly* the same as Adrian's "flat-rate", although they are similar. But do we talk about wages/salary being "flat-rate"? Services can be "flat-rate".
Also, perhaps "all-inclusive" leaves open the possibility of a pay increase, or reduction: in other words it is agnostic about the level, and merely states that no accessoires will ever be paid.
I tried to imagine a snappier but non-ludicrous English term. Can't think of one.

Thank you very much for the information. I do think the country is relevant. |

: there is also another element: a regular/proper civil servant is "employed for life", this "agent à solde global" looks to me more like a "temporary external contractor"

Yes, in the linked page: "bénéficiant de contrats spéciaux ou d’agents non fonctionnaires à solde globale." ... but my expression in English seems OK for these people

Many thanks for the reference. Unfortunately there were no details. |
Discussion
It's actually Haiti rather than Senegal, not that this makes any difference.
