I think know roughly what it means - will take precedence / will have priority - but what does it mean exactly?

The RC Management doesn't list this expression.

I would just point out that "duly dated" here is a translation for the phrase "qui a date certaine" and not just "date certaine", in case there is any confusion.

It merely means that the receivable is dated [ ] or dated on the day it was recorded by the tax office....
