In a document on risk management. Im including the whole section to provide reference. The part Im having trouble with is at the bottom.

I believe that the phrase in which this one occurs says:

A Japanese climate characterized by regional growth with partial governance from outside

I would translate the last sentence as "A Japanese climate fractured by inconsistent regional development and foreign governance."

外部からのガバンナンスが部分的な日本の風土
...external governance is partially of a Japanese climate
I suspect this probably means that external governance is Japanese in style or custom, as 風土 is often used to mean the social climate as well at the meteorological one

Perhaps the whole sentence would be best rendered as:

Regional growth and external governance is a part of Japanese culture.

Japanese culture seems to be more appropriate since the sentence does not have any relevance to any geographical climate.
