centre of...

This is a typical German construction of three nouns (ort, kern and areal) which finds no English equivalent, really. "Ortskern" is really the centre of a small town (Bad Bellingen sounds just the place) and "areal" just describes the area of this centre. In English, I would simply translate it into "centre of Bad Bellingen" and be done with it.

Downtown area/section

I have noticed that in US English 'downtown' is used more frequently than 'center'.
