Nach Abschluss der Änderungen klicken Sie auf Übernehmen. Die Änderungen werden vom System vorgemerkt. Erst nach Bestätigung mittels Elektronischer Unterschrift werden die Änderungen wirksam.

The important aspect here is that the changes are provisional until they have been confirmed. You can use noted, registered, recorded, or whatever, but IMHO it's essential in this context to use 'provisionally'.

I am not too sure that you are right about the term "bookmark" only being used by browsers. For me the expression just means to mark, to make a note for further use. Here changes are noted by the system first and are then stored after confirmation.

...might be a possibility. As far as I understand it, the system registers the changes for a future use. It sounds a bit like an intermediate storage process.

"Changes are stored in the system (but become effective/valid only after...)" würde in diesem Zusammenhang auch funktionieren.

Das "Übernehmen" könnte man hier mit "Submit" übersetzen.

The "vor" means that changes are placed in a buffer. They are not saved (stored) until acknowledged.
