This term occurs in a swiss document dealing with abuses of commissions in the financial industry. [The document makes it quite clear that it is NOT the management fee(commission de gestion) of a fund by using the term commission de gestion and then putting (management fee ) in brackets afterwards in English].
"Le paiement à toutes sortes de distributeurs de retrocessions (appelées "commissions de gestion d'états" dans la terminologie de la branche et de la taxe sur la valeur ajoutée ...."
"Les commissions de gestion d'états servent à dédommager les distributeurs pour l'information et le conseil courant à leurs clients."

It's a payment made "under the table" so to speak. No trace is kept of such payments, so it is fraud.
Swiss French is often confusing to translate -I'm used to these translations.
