Used in the sense myndighetssstyrelser - which I understand as being a public agency of sorts, and as well verkssyterlser, again, a civil service entity, but it is unclear to me whether the word itself is a (temporary) committee or an (established) institution or if one is in fact speaking about management of public works/civil service sector.

Those are the entities which are established for governing but depends of what. In a way both things are right. But it all depends, cause in the enterprises "styresler" can be translated as "management" "board" "board of directors"in the union "committee" for the public work "government" or "administration" it all depends in which context.
