Arabic to English Law/Patents Certificates, Diplomas, Licenses, CVs Moroccan marriage certificate
This comes towards the end of the Moroccan marriage certificate, after mentioning the names of the two persons (probably the notary publics), and their signatures and prayers for the newlyweds).

1. خطاب in general is ''a letter'' but in this context it
should refer to an application/a request certainly of
approval and من يجب which means to whom it may concern
refers to the judge.
2. The entire phrase means that the required paperwork has
been duly done.
3. Before a copy of any legal document is issued, the
applicant has to submit a written request to the judge. Only
when approval is granted can the ''transcriber''
الناسخ issue a duplicate copy of the original
document.

The below comments were relayed to me by Saeed Najmi by private e-mail and help to explain the above phrase in better detail:

خطاب is signature
 من يجب refers to the judge
  نص الخطاب انحصر بهذا الد فتر من الرسوم at the end of this Court Record Book 


Suggested translation: with the judge's signature at the end of this Court Record Book

At the very beginning when they talk about the fee for copying the certificate, it is Record Book No. 69, dated November 7, 1978. Then, nuch later in the document, after they say that this all happened at 3 p.m. on November 7, 1978, they talk about Record Book 31. Then when they talk about
بشكلهما و دعائهما و بخطاب من يجب و نص الخطاب انحصر بهذا الدفتر من الرسوم خلال شهر 17 دجنبر (دسمبر) 98 من عدد 146 إلى عدد 257 بتاريخ 28 دجنبر 1978

How do the dates AND reference numbers at the beginning of the certificate compare with those at the end? Are they the same or different?
