Note from asker:
Dear Diya Takrouri, can you please clarify your point? Not only in 3rd world countries , but everywhere the words” Unconvicted/ no convictions “ may have the subtle implications of having been a suspect before . But that’s not the purpose of the document. The document is to show whether or not someone has been convicted before. Even the answer you suggested “clear criminal record” has the same implications .
The document states: غير محكوم Do you think a suspect would be given such a document?
Peer comment(s):

agree Milena Atanasova : or "no convictions"

Thanks! Well, yes, in as far as the 3rd world countries are concerned; because the rule " one is innocent until proven guilty" does not apply. It is exactly the opposite "no convictions" ;)!

unconvicted

بالبحث وجدت أن غير محكوم معناها "لا حكم عليه"
Peer comment(s):

agree Diya Takrouri : Yes,it falls in tune with the law enforcement’s attitude in 3rdW countries towards citizens; “one is innocent until proven guilty",has little if any place,and “unconvicted” reflects that disposition with its underlying subtle implication of being suspect.
