I think the reference goes more about pissing than pooping. The first one is sometimes made involuntarily while the second usually requires some effort (not always, however).

As for the expression itself, it's used in both formal and informal contexts. I would use it in a conversation with friends if I don't want to be crude.
P.S. I don't agree with the proposed translation of wetting oneself considering that the question concerns specifically a bowel movement.
