@Tony I'm using my phone to write but the same thing occurred to me yesterday. Perhaps if you changed 'at least' to 'albeit' it would sound more natural.

Does this make sense? Helena's answer is along the lines of what I thought it ought to mean but it doesn't seem to tie up with what's gone before. It gives us a sentence which very roughly translates as "Political art has had - or should have - at least not until recently a desire to... Does this make sense?
