The "strategies" seems a little lost here, but it reflects the Chinese intention of strategies for development and not for the consumer markets. Another translation that is smoother might be:
Examination of the Development of and Strategies for Consumer Markets in the Ethnic Minority Regions of the Wu River Basin
In the second one, however, the object of strategies becomes consumer markets, instead of development.
