If you search "entrusted inspection" you will find a lot of websites use it, but all of them are published in China. I guess "entrusted inspection" is Chinglish.

If you run a product quality inspection/test agency, your client (which could be either the buyer or seller of a batch of product) requests you to test/inspect a sample of their product and provide a report, then what you are doing is 委托检验. 委托 simply means the client's action of initiating the testing process/ requesting you to do the text/inspection. This is completely a commercial act.
