Oplossingen die uit de tweede lijn teruggemeld worden worden ook door de support desk naar de eindgebruiker teruggemeld.

I can't find a satisfactory translation for this, particularly 'uit de tweede lijn' and 'terugmelden' in this context.

"Second line" is standard help-desk speak, referring to problems the first line (guys on the phone with the customer) cannot solve, for whatever reason. I'd use "reported back to" for the second "teruggemeld naar". I'd probably use "produced by" or "originating from" for the first "teruggemeld uit".

Solutions reported from the second line are also reported back to the end-user via the support desk.

I would suggest that " terugmelden" is reported back, as we are referring to software here.
