Bit of a weird use of this word in Flemish bureaucracy, used for a stay abroad. Is there an equivalent term in English anybody please?

looks like they just mean "uitschrijving"
as in:

Comment: "Yes, this is the most appropriate, since it's about NOT being registered in Belgium for criminal record purposes in my case, rather than being registered anywhere else."
Discussion
one normally 'registers with a foreign address' : this is done only for the taxes
it is something specifically Dutch (and Belgian) - uitschrijven/afschriven
maybe in Englsh it's considered all one "administration" process
