I think the "markeringunits" mentioned are those little bumps/lights on roads. Like this "wegmarkering" here: http://www.solar-constructions.com/wordpress/solar-markering...

should have been written as:
"In wegen met gemengd verkeer, auto’s en (brom)fietsers, is de maximale hoogte boven het wegdek 5 mm."
Meaning: they shouldn’t stick out (i.e., up) too much.

Don't use pavement unless your text is for US readers only. In the UK it refers to what Americans call a sidewalk.
