Contróle qualité
Bonjour,
"The objective of this document is to detail the process steps required to manage transfer of work within a XXX supply chain or between XXX Sites globally
The process shall
Have a ***clear gates*** where decisions are made on the transfer
Review Risk management"
Merci beaucoup.

but could almo mean "to clear" ie have the decision points approved, like in these documents:
http://www.adlittle.com/uploads/tx_extprism/Prism_2006_s2_2_...
the metaphor could be from aviation industry, "to clear gates" means in aircraft to control jargon to depart from the terminal, so this could also mean "authorization to start":

That could be a "policy" perhaps.
I will also ask the question to the client and keep you informed as soon as possible.
"Have a clear gates where decisions are made on the transfer"
Normally, 'have' like this woulnd't be followed by 'a' + a plural — so is the 'a' an error... or is there a word missing, like 'policy' for example.
I think it's quite important to try and identify where the error is, in order to make proper sense out of it, as there are several ways it might be interpreted as it stands.
