You need to consider the phrase as a whole, since it isn't actually 'drops over' as you have paresed it, but 'the voltage drops' + 'over the ... cells'
Note that the EN isn't frightfully well written IMHO: I would have expected it to be written "... the voltage over / across the ... cells drops..."
The fact that when fully charged, the terminal voltage actually starts to fall again can be used to stop the charging at the right moment.

Note that this concept of 'over [a component etc.]' is often best translated by the much more long winded 'aux bornes de...', which deos however seem to be the dedicated corresponding term in FR (judging empirically on the basis of the FR texts I receive for translation!)
