De toute évidence, il ne s'agit pas d'un hétage au sens légal, mais d'un témoignage durable de l'événement en question. La seconde forme que j'ai proposée est probablement préférable à la première, qui existe, mais qui est sans doute un anglicisme au départ.

disagree AbrahamS : Trop limité à mon avis. Le document que avez mis en référence montre bien que si le C.O.I. s'est concentré sur une "manufactured legacy", il existe d'autres "legacies" moins tangibles.

IOW it's about exploiting the legacy left after the Event (i.e. the fact that thanks to the Event, a lot of people heard for the first time about this sport), not creating a legacy; basically it's about jumping on any opportunity to talk again about this sport, or further increase its exposure by any other means
