That's a rather different example, of 'challenge' used in its perhaps commoner sense of 'presenting a challenge to be overcome' etc.

The sense here is definitely one of questioning, as in "The sentry challenged the stranger at the castle gate."

Moi j'y vois de la comm interne d'entreprise ou on peut utiliser des mots un peu durs mais positivement. C'est le "It was encouraging to see all our safety metrics improve" qui m'a donné cette sensation.
Si vous ne la lisez pas dans le texte anglais (et je vous fait confiance !) alors c'est que je me trompe.
J'ai souvent entendu des "well guys they are challenging us! Let's do something about it" sans y noter la moindre animosité réelle...

I agree with part of what you say... but disagree with the other part!

You're quite right that there is no element of 'dénonciation' intended here, IMHO.

However, I don't believe (from the way it is worded) that there is any element of 'lancer un défi' either.
Here, it is all about questioning someone's actions, for example: "Why are you doing that thing which is unsafe?"

ce n'est pas un défi - to challenge = questionner, attaquer, remettre en question, interpeller.

Pour ma part je ne vois aucune dénonciation, le texte ne commencerait pas par "it was encouraging to see"qui est très positif. C'est un "challenge" dans le sens de défi, incitation de leurs collègues à s'améliorer.
