sounds to me like they have a dropdown list that allows the administrator to set access rights. The admin does this by setting permissions for the user. See this link, it explains it in German much better than I could.

Ausgewählt wird hier, wie auch der Satzzusammenhang zeigt, die "Zugriffsgruppe" (Zweigstellen-Administratornutzer) und nicht die Zugriffsrechte im einzelnen. Diese werden für jede Gruppe dann später genau festgelegt.
