English to German Law/Patents Surveying Penal Code
Es geht um Meinungsforschung.

Kontext: Some interviewers actually refused to participate at the survey for this reason (fact that they are unfamiliar with the topic). As Mr. Mayer noted more of a problem is when anxiety due to the theme and the complexity of the instrument translates into * high item non-response rate *.

It must have to do with s.th. like "hoher Anteil der nicht erteilten Antworten". But how to phrase it correctly?

Help much appreciated.

Im Deutschen spricht man in empirischer Sozialforschung durchaus von "Items", zuweilen auch von "Response-Rate".

hoher Anteil an nicht erteilten Antworten

The English text is not very good - "participate in" for example and not "at" so you have to try to interpret the text for what is meant. Therefore your translation is probably correct. It probably means that many people refused to give an answer one way or the other.
