Explanation:
Julgo que expressão "chattering-class" refere-se àquelas pessoas que falam muito de todos os assuntos, falam sobretudo porque gostam de se ouvir falar, fazem muito barulho/causam "ruído" mas que na realidade não dizem nada de jeito, têm uma conversa ôca. Normalmente usam idéias ou palavras-chave sonantes e mediáticas (por vezes estrangeirismos) para tentar dar impacto ou erudição ao seu discurso.
Por isso é que o termo nasce na política, e com a conotação negativa de "barulhentos mas com conversa ôca/vazia".

Não acham que sejam "opinion-makers" nem "intelectualóides".

Em PT-PT, o termo "tagarela" tem precisamente o mesmo significado e sentido depreciativo (vd link: http://www.infopedia.pt/lingua-portuguesa/tagarela).
Repare-se que o texto refere também o voyeurismo desta classe, aludindo ao facto de normalmente serem indiscretos e mexeriqueiros, e falarem sobretudo dos outros. Repare-se que esta é também uma característica dos tagarelas (ver na definição de tagarela).

Explanation:
Apesar de concordar plenamente com a opinião do Victor Pinteus, parece-me que o termo "palpiteiro" se aplica melhor por ser mais utilizada. Embora ele esteja totalmente certo ao usar o termo "tagarela", pela minha experiência pessoal de quem já viveu em 3 estados diferentes da federação e tem contato constante com pessoas de outras partes, eu vejo esse termo ser pouco empregado, ser menos "usual".
Parece-me que o emprego de "palpiteiro" como já foi sugerido teria um alcance maior e seria mais facilmente entendido.
