I believe that this is a simple job order for repairing & repainting a residence for re-renting. Note the 're-'! :) I've never heard these industrial slang terms used in the maintenance/property-management industry, but there are similar ones in the U.S. It is a 'repaint' order. The query terms may mean that while painting, if it's broken then 'jerk it out, swap it out, slap it back in and let's rent this joint'. Just a guess, but from personal experience in maintenance at one time.
