Teniendo en cuenta que "steamboat" va en minúscula, yo diría que significa simplemente al vapor... y "springs" lo entiendo como un acortamiento natural de "spring rolls"...
Por lo que diría que se trata de esto...
Este sencillo y acogedor restaurante especializado en rollitos de primavera al vapor, lo descubrí gracias a mi amiga Paloma, gran conocedora y amante de estos “rice paper rolls”.

While in I agree with Ellen to an extent, the term associated with Taiwan restaurants is "steamboat" (a secas).
Does it really say "Steamboat Springs" in your text (an error perhaps), or just "steamboat"?

I am a big fan of steamboat and was introduce to this shop by one of my best friend which recently became one of her favourite steamboat shop. Hail all the way from Taiwan, a few Taiwanese fell in love with Malaysia and decided to resides here by forming their passion of Taiwanese **Steamboat (HotPot) to be introduce to our local community. 神来一鍋 (God’s Delicious Pot) **open its door to public since July 2015 and already have high demand for their food.
The word highlighted here for "steamboat" is "HotPot" which clearly makes reference to a particular type of cuisine. (The cozy restaurant resembles those famous little Taiwanese neighborhood steamboats with their walls written on by their guest along with their photo.)
If you need to include a reference to "Spring" (e.g. Steamboat Springs (Colorado, USA), perhaps a translator's note may be the way to go (?), but this is your choice:

The other option, however, makes no sense to me... Steamboat is a sort of fish soup with vegetables... nothing to do with spring rolls, whether steamed or fried. Three friends of chinese origin who like steamboat told me they have no clue what steamboat springs may refer to. I might be wrong, but ... yes, I would go for the other option.

Steamboat: (huo guo): This is a cook-at-your table, chafing dish. Pick out a selection of raw meats, seafood, vegetables, won ton, and noodles. They will either be cooked in a shi tou huo guo (stone pot) or just a stainless steel pan at your table. Be sure to ask for Taiwan's famous sha cha jiang (literally "sand tea paste"). It is delicious, not too spicy sauce into which Taiwanese will add a raw egg and maybe some soy sauce. Cooked food is then dipped into the mixture. However, if your text has "springs" in there, that remains a mystery!
