"Non-positive" is the neatest way of expressing the idea.

Si bien una traducción más literal de negative-to-zero sería "de negativo a cero", yo traduciría en este caso como "margen de beneficio negativo o cero", pues es más comprensible y se conserva la fidelidad a la expresión original "negative-to-zero".
