In general, the treatment of the population was friendly, but not for everybody.
Suddenly a number of en- tire families disappeared.
These were owners of big stores or enterprises, land- lords, land owners, country estate owners, businessmen, so called “unreliables.”
They were raided and arrested during the nights and taken away, nobody knew where, on short notice, they were permitted to take with themselves only small items of necessities.
Houses with the rest of their belongings were sealed and later confiscated.

I don't find any specific information on the use of the English term "unreliables" to describe those land and business owners who had their property redistributed. Maybe the wikipedia entries in EN, ES and even RU can point you to an oft-used ES term to describe the "unreliables" (people that were not trusted by the "party, right?). Mine is just approximating the use of the English rather than taking what's written verbatim on the subject of nationalization of property owner's belongings.

Poco confiables

Unreliable businessmen, businessmen you can't rely on. In this case I interpret reliable as a synonym of trust. Therefore, unreliable means lack of trust or not wordy of trust. And that's why I believe that unreliables can be translated as "poco confiables". Hope this helps!
