O.K. Here is what I know, the attorney general in Arizona has a permanent Bar number which never changes regardless who the Attorney General is, so in this case "firm" DOES NOT refer to a "law firm" but rather to (I believe) not subject to change or revision. It is also short for Firm State Bar. I am sure you know that "the Bar" is equivalent to colegio de abogados.

As State Bar, it is impossible because each attorney at law shall individually be a member of the State Bar.
