The UK standard board may very well "instruct" the ICA to work on the issue and propose amendments to UK standards. ICA may propose but only UK standard board may set the rule...

As for my proposal: I was just wondering wheher there was a mistake in the sentence. But it seems I was wrong and the sentence was right as it was.

My apologies. The sentence:

"The Convergence Handbook was published by the year 2000 by the Institute of Chartered Accountants, so it seems that the International Accounting Standards had nothing to do with its production."

should be amended as follows:

"The Convergence Handbook was published by the year 2000 by the Institute of Chartered Accountants, so it seems that the UK's Accounting Standards Board ha nothing to to with the production of the book".

Other than that, I need someone to explain to me in plain English what's the meaning of the first sentence I posted. Thanks.

IAS are older than 2000 so that I do not understand your point. I read that UK board actually intend the book to eleminate differences.
