English translation: the reason why the UK's Accounting Standards Board requested its production

Hi, I'm translating the foreword to the first edition of a financial accounting textbook. I'm having a hard time understanding the meaning of the following sentence:

"In a book recently published by Professor Christopher Nobes and David Cairns, ‘The Convergence Handbook’, they outlined the existing differences between British and International Accounting Standards. The intention of the book and **the request by** the UK’s Accounting Standards Board for its production was to eliminate these differences."

The Convergence Handbook was published by the year 2000 by the Institute of Chartered Accountants, so it seems that the International Accounting Standards had nothing to do with its production. It seems to me the sentence should read instead:

"In a book recently published by Professor Christopher Nobes and David Cairns, ‘The Convergence Handbook’, they outlined the existing differences between British and International Accounting Standards. The intention of the book and the request by its production was for the the UK’s Accounting Standards Board to eliminate these differences."

agree  Ken Cox: Certainly. Adele's suggestion would only be plausible if it could be proven that the UK ASB did not yet exist at the time of publication of the book, and even then it's not a natural interpretation of the text.
