In the movie titled On the Waterfront the following dialogue can be heard:

Marlon Brando: It wasn't my fault what happened to Joey. Fixing him wasn't my idea.
Eva Marie Saint: Who said it was?
Marlon Brando: Well, everybody's putting the needle on me.
You and them mugs in the church and Father Barry.
I didn't like the way he was looking at me.
Eva Marie Saint: He was looking at everybody the same way.

I kinda have the feeling what this might mean but probably there is a more exact explanation for this phrase? Thank you for your help.

I suspect that this might be a reference to analogue gauges, where the needle points at the reading, as shown in this image, although that is only a wild guess.

Looked at me as if I am to blame

It's a comparison to a needle on a gauge that is pointed at a particular value (in this case 'me').
