In this sense, I would see it that the recipient of the phone call is not obligated to agree to purchase something or commit to anything else on the part of the caller.

Without any small print

More imaginative than without obligation and more 'contractual', although may be at odds with the oral situation of a phone call. Alternatively: 'without any hidden clauses'

Misuse is a bit harsh. If I tell you to read the small print before signing, it means look a little closer to find the hitches, the hidden clauses, the conditions, the strings attached.

Agree with Rita in a business/telesales context.
On a personal level it is more a case of "I'm phoning just because I want a chat, it doesn't mean I want a favour/want a relationship/want to cause any trouble etc"
Just phoning to say 'hi!'
