Depending on context one or other may be preferable. For inanimate subjects, agent is chosen, as in chemical agent for example. Where a person or institution is concerned, actor is increasingly common.

agree Owen Witesman : Agree. In some contexts and registers words like "force" or "player" can be appropriate glosses. Like "Obama is a major player in the party". "Actor" can be too formal or impersonal sometimes.

Player is good, too, connoting the risk element associated with sport
agree Annira Silver (X) : 'Operator' fits in some contexts. I hate 'actor' too, but have to concede it seems to be the new in-word. I think it's come from sociology & still has a pseudo-academic tinge to me.
