As far as I can see, this only makes sense if it is supposed to mean: "the following texts form part of this Technical Specification inasmuch as they do not derogate from the contractual documents" meaning that if there is any text mentioned that differs from what is stipulated in the contract, it will not be deemed to form part of the technical specification, but anything else will i.e. the contract takes precedence but does not necessarily include all the technical specifications.

I do think that it is a case for leaving a note for the client though as I'm sure it could be read in another way.

neutral Nikki Scott-Despaigne : This is possibly an accurate rendering. However, it would be easy to be ambiguous or to suggest the opposite of what it intended. More context would help, perhaps in the form of part of what follows? This part could even start the sentence.

neutral papier : to the extent that it does not derogate from... (un seul Cahier, singulier,) / "Ce" or "ça"? also the verb in French is not in a plural form and its subject is not "ceux" . But yes, "differs from" is a better solution.

I think you'll find Helena that the subject of 'they' is clearly not the 'cahier'. If you'd taken the trouble to read the explanation in my answer it would have answered your question.

disagree Marie-Helene Dubois : the subject is 'les textes' so it can't be 'it', and 'detract' in English is synonymous with 'divert' so perhaps it's not as self-explanatory for you as you thought.
